Hot (cop cosplay?) guy poses with some Yip Yips

All I know is I saw this awesome set of instructions on how to make a Yip Yip costume and this woofy fellow came with it. I'm assuming with the badge and funny looking gun it's a costume from something I don't recognize. However, if you don't recognize the Yip Yips you need to get yourself learned:

Yeah, that’s exactly who the cop is supposed to be…and it’s actually TEC…Time Enforcement Commission…he’s dressed exactly the way Van Damme was dressed in the movie, with the sleeves pushed up on his arms
